The most striking correlation: overlay area codes have an average assignment delay of 1,480 days (assigned ~4 years before going into service), compared to 71 days for geographic codes (assigned ~10 weeks before service). This 1,409-day difference reflects regulatory anticipation — overlay planning begins years before the parent code exhausts, and NANPA formally assigns the overlay code well in advance of activation.

Case study: 740 (Ohio overlay of 614). NANPA records show 740 was officially assigned on Sept 11, 1998 but went into service on Dec 6, 1997 — a 14-month negative delay, meaning regulatory paperwork arrived after the code was already operational. This pattern is characteristic of overlay codes, where the formal assignment trails the physical activation.

Fragmentation and Activation Timing

Observed: County count correlates with assignment delay. Among the 326 codes with county composition records, codes spanning 5 or more counties (252 codes) average 620 days of delay, while single-county codes (20 codes) average 353 days.

Derived: the gap between the two groups is 267 days. Note that the single-county group is small (20 codes), so its mean is sensitive to individual outliers.

Interpretation: this pattern is consistent with greater planning complexity in multi-county territories — more counties typically means more local jurisdictions and carriers to coordinate. The data shows a correlation, not a cause: the regulatory process itself is not observable in this dataset, and era effects (multi-county codes skewing toward particular assignment decades) are not ruled out.

Multi-State Codes: An Inverted Pattern

Observed: multi-state codes (63 codes spanning 2+ states) average 370 days of delay, while single-state codes (263) average 746 days — the opposite of what a "cross-border coordination complexity" story would predict.

Derived: 16 of the 63 multi-state codes (25%) are original 1947 NANP assignments, versus 19% of single-state codes. Original 1947 codes carry a same-day assignment/activation convention in the records, which pulls the multi-state mean down.

Interpretation: we do not read this as evidence that cross-border codes are regulated faster. State-boundary-crossing codes are disproportionately legacy 1947 geographies; on post-1947 assignments the apparent advantage largely disappears. Treat the multi-state comparison as descriptive only.

Population Density: No Bottleneck Signal

Observed: the top 10 most population-dense codes (highest population per county) average 771 days of delay, while the bottom 10 least dense codes average 2,250 days. Counterintuitively, it is the least dense tail that carries the longest delays.

Interpretation: density itself shows no bottleneck signal in this dataset. The long-delay tail is dominated by codes that sat assigned long before demand materialized — the same reserve pattern that drives the overlay lag above — so we treat density as a proxy that confounds assignment era, not as an independent cause.

Assignment Date Timeline: 1990s Peak

137 area codes were assigned in the 1990s — the highest decade count, reflecting the post-1984 exhaustion of the original 1947 NANP and the rapid overlay expansion era. Only 36 codes have been assigned in the 2020s, consistent with number pooling and carrier conservation efforts that reduce the need for new area codes.

Observed: 110 codes show zero delay (assignment date exactly matches in-service date). 77 of them are the original 1947 NANP codes, which carry a same-day assignment/activation convention in the records; the remaining 33 were genuinely activated on their assignment day — overwhelmingly geographic codes assigned in the 1950s.

1. Overlay Codes: Assigned But Held in Reserve

The biggest factor is code type. Overlay codes are assigned to a region before the existing code actually runs out. NANPA may assign code 679 to Michigan in 02-Sep-1999 but hold it in reserve until the current code genuinely needs relief — which may not happen for years or even decades. The code sits dormant until the triggering event (prefix exhaustion) occurs.

2. The 1990s Telecom Boom: A Perfect Storm

The 1990s assignment decade has the longest average delay of any era. This was the period when cell phones, pagers, and fax machines exploded in popularity, forcing states to request new codes preemptively. NANPA assigned many codes during this period to prepare for projected exhaustion that sometimes took 15–25 years to materialize. The result: a backlog of codes assigned in the late 1990s that only recently went into service.

3. Population Growth Didn't Match Projections

Some codes were assigned based on growth projections that didn't materialize as quickly as expected.
